It is a common combination, and rather a clue for finding the cause.

If the pain starts at the back of the neck, passes over the occiput and rises to the temple or behind the eye, cervicogenic headache is likely. It worsens after turning the neck in a particular direction or bending it for a long time, and generally appears on one side.

Forward head posture is often in the background. When the head moves forward, the muscles behind the neck hold up the weight of the head all day long.

With this type, headache medication alone means it repeats. Neck and shoulder muscle tension and posture must be addressed together. Monitor height and pillow height are practical variables.

There are also cases where jaw tension is present too, so we check the habit of clenching the teeth.
